It had been snowing so the dusting of white made the scene confronting them a little less horrifying. Hunger City is Manhattan Island and the buildings are probably recognizable, at least some of them anyway. The entrance into Jack's world is near Central Park which leaves quite a walk to the financial district in Lower Manhattan where his building sits.
One of the first noticeable things is that the cars are all just sitting in the streets rusting like they were abandoned where they were at some moment in time. Jack never had them moved because they made natural barricades for the Ministry vehicles. In this area of town some of the windows are missing, especially in the lower levels of the buildings. It's mid-afternoon and too late and cold for the fog to be an issue. Everything is quiet aside from the constant stirring sounds in the buildings. There are rats, lots of rats and they are abnormally large, more like cats or small dogs in size. If one looks close enough at the snow, they will probably see skeletons here or there, even occasionally in the cars.
Jack seems unperturbed by any of it and smiles when he sees them appear. He's wearing his usual silk shirt and tight pants though his boots are combat looking rather than his typical high heels. He isn't wearing a coat or any other outwear but also doesn't seem to be cold. There's a white greyhound running around in the snow. The dog is wearing a purple sweater and little booties. She comes bounding over when she notices Jack talking to someone new.
"Welcome to Hunger City." He says with a bit of sass. "This is where I live but it's a two hour walk. If you're comfortable with them, we can stop and get the horses."
